For example, many mags demand that you remove any author information from your submission so they can read blind (tautology alert). Angel mags say 'as long as we can read it in doc or docx, send it.' All the formatting hoops are to me a sign that a mag is not serious about receiving the best writing they can get; they are more interested in demonstrating their power. Reminds of teachers who marked you down for not writing perfectly on the lines. (Sorry, historical reference to handwriting.) ;-)
Hahah I do think in some cases that's exactly what's going on. But I'm sure others have their reasons. Ah and with the formatter, we did account for that. There is a checkbox that removes identifying information at the top.
